All appointments to the Secretariat are regulated by Article 28, paragraph 2 of the Law on   Civil Service in the Institutions of Bosnia and Herzegovina, whereas Article 51, paragraph 2 of the Law governs the removal of staff in the Secretariat.

The Director or his/her designate is always a member of the selection committee referred to in Article 24, paragraph 2 of the Law on Civil Service in the Institutions of Bosnia and Herzegovina Director. The nature and the content of all open competitions conducted in accordance with Article 26, paragraph 1 of the Law on Civil Service in the Institutions of Bosnia and Herzegovina are decided by the Director.
