    A workshop "Improving the operations of court bailiff departments and bailiffs in practice" held in Sarajevo

    More efficient implementation of the enforcement proceedings through strengthening the role of bailiffs and improving their work 

    (Sarajevo, 10 May 2019) - A one-day workshop on "Improving the operations of court bailiff departments and the work of bailiffs in practice" has been held today in Sarajevo. The workshop was organized by the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) within the project "Improving the efficiency of courts and accountability of judges and prosecutors in BiH" (ICEA Project) funded by the Government of Sweden.

    The purpose of this workshop was the exchange of experiences and good practices, acquiring new knowledge and improving the work of bailiffs. In the introductory part, the workshop participants discussed the current work practices, the role and status of bailiffs. Active participation and discussion in the second part of the workshop pointed to the benefits of using IKT technology as a tool for improving and reforming the enforcement proceeding and advertising public sales in practice through a mobile application designed to advertise public sales on court websites. 
    Samil Ramić, Judge of the Bugojno Municipal Court and Ejub Smajlović, Head of the Court Bailiff Department at the Municipal Court in Zenica were lecturers at the workshop. The bailiffs from municipal courts in Sarajevo, Visoko, Zenica, Mostar, Bihać, Tuzla, Bugojno, Travnik, Tešnja, Gračanica, Livno and the Basic Court of the Brčko District of BiH attended the workshop.

    Thanks to the Government of Sweden, the HJPC BiH within the ICEA Project implements major activities aimed at improving the enforcement proceedings (bearing in mind the complex issue of the proceedings in BiH, the lack of harmonization of case law, inadequate means for enforcement and different interpretations of certain legal provisions in that area), reorganization of business processes in the enforcement departments and strengthening the role of bailiffs and their training.

    Analyses of the efficiency of the enforcement proceedings have shown that a large number of cases in BiH are affected by a number of factors, including insufficient training of bailiffs. Also, different practices in enforcement actions are noticeable with bailiffs working in the field. Considering the importance of the role of a bailiff in the implementation of the enforcement proceedings, it is very important to develop their capacities, strengthen their role and improve their work.
